Auto Insurance Claims: Parking lot obstruction, claims advice, accident liability

Should a post such as cement be clearly marked to prevent an auto from backing  into it in  a parking lot for a Credit Union  Post is of cement and has no warning such as paint etc
auto backed up and struck unmarked cement obstacle

Now I'm not a traffic engineer, but in all my years of handling claims, I'm not aware of any standards that require posts or poles to be painted or to have warning messages.
