Auto body repair & detailing: Paint on black bumper and vehicle, paint world, mike gallagher

Question
While traveling home a vehicle in front of me had a bucket of paint come loose and splattered my 97 Dodge pick-up. The paint is on the black plastic bumper and the finish of the vehicle. I do some body, repair and paint. I am unsure if it is latex or enamel. I tried to clean it up with mineral spirits and soap and water and it will not clean up. Do you have any suggestions ?

Try Dupont Preosol 3919 or 3M 8984 Adhesive Cleaner, either one should do the job. Your last resort would be to compound.
