Car Alarms: astrostart remote cat will not start, dashboard, tuscan

I purchased a 2006 Tuscan with an Astrostart Model RST-2 remote.  It has a timer box on the dashboard but I do not have a handheld remote to start it, the remote only lock/unlocks doors. The vehicle will not start and the remote door lock does not work.  The lights come on the dashboard but car will not turn over.
