Car Alarms: 2003Ford Windstar van, windstar van, emergency flashers

This van belongs to my neighbor.  It was left in his garage for 4 months, and the battery went completely dead.  Now with a good battery, turning the key from accy to start causes the headlights to flash, the instrument panel to flash and activates the emergency flashers.  Is this an anti-theft function?  Can it be re-set or overidden?
