What exactly is the factory alarm system supposed to do? Honk the horn, lockout the starter or what?

All that.
Depending on the year, this has 2 seperate security systems.
PATS is the ignition fuel injection cut off,
and then there is also a horn honking, headlight flashing
system. They are independent of each other.
