Car Alarms: Toyota camry 97 alarm problem, toyota camry, car battery

Question
couple weeks ago my alarm system (VIPER?) lost its "voice" - it was still was operational locking/unlocking but just would flash the headlights without confirming chirps. Then one day, I couldn't start the car and alarm went off not very sound though. By flipping on/off remote several times I was able to start the car. I am getting the situation frequently now - can it be by car battery dying?
