Car Alarms: Alarm wont re-activate, honda civic 2000, valet mode

Question
I have a Silencer alarm in my Honda Civic 2000. It appears to be in valet mode with the LED light flashing every 5 seconds.  I tried to re-activate the alarm by switching on the ignition key then turn on a toggle switch that I found inside the glove box compartment. However, the alarm did not reactivate.  I have tried this a couple of time and it didn't work.  Please help,  Thank you.

It sounds like it's in long tamper mode and
needs to be reset. However there might
be another boutton or switch you're missing,
or that one is not working at all.
