Car Alarms: honda civic 96, keyless remotes, program button

I have 3 keyless remotes that I think are good. I tried to enter the programming mode using the thin button on the radio between the "AM/FM" button and the "CD/TAPE" button. The instructions that have worked well in the past:
Ignition to the 2nd position.
Press the program button.
Doors lock and unlock signifing entry into program mode.
Press the lock and unlock on up to 4 remotes no more than 5 seconds apart.

Problem is I can't get into program mode...any ideas?

There is no response to my pressing program button.
I tried different ignition positions and radio on and off.
