Can I remove the Anti-theft system on my 1999 jetta. All I been having is trouble with it. I want to be able to start the car with out trouble.

To my knowledge there is no way to permanently disable the factory security system on a 1999 Jetta.  

I would try posting your question to a VW enthusiast forum, these forums are what I turn to for any questions I can not find answers to otherwise.  Most (if not all) are free and require only minimal effort to sign up.  I came across this site when looking to see if there was any information available about disabling your security system.
