How do I program a remote entry for 2003 galant?(I lost
one and bought one from ebay.

To be honest I am not sure how to program a new factory remote to the Galant.  If you purchased it online from a dealer then he/she should be able to provide that information.  If it was purchased from a private seller then I would try the dealership, but most dealers will not offer the information for free.  Doing a websearch I came across http://www.galantforums.com/  I would try posting the question in there to see what some of the Galant enthusiasts have to offer on the situation.
