lost power steering, put used pump on , still no power. can problem be steering rack?

it is probably the used pump you got, usually if it is in the rack, the steering will be hard to one side. did you fill the pump with automatic transmission fluid and then bleed out the air. bleed the air out by running the engine and turning the wheel to full left and right. I bet the used pump you got is no good.
