My driver side front door tweeter is having a lot of bass distortion.  Why would the tweeter be pumping out base.

They will not 'pump out' anything even close to bass, period.
Even without a crossover on them, 98% of them will not go below 2000 hz (and I doubt it has a pair of 900.00 JBL 4" concert tweets in it.. even they only go down to 500hz , which is still not 'bass').
My best guess from so little information, is that you have mis-diagnosed the problem.

I know a lot of people with the same situation.. that is,  blown speakers and other problems with infinity systems.

I tell them to replace the bad components or the entire system (esp if it is over 5 years old), and they are forever happy.
