Audi Repair: Audi A4 2000 right door does not open from outside, switch operation, audi a4

Question
I have an Audi A4 2000 2.8,
When I unlock the doors with key or remote; the passenger front door can not be open with outside handle.
It is possible to open it only from inside handle.
The door will open from outside if it was not lock.
The inside lock-unlock switch operation on driver side will not change any thing.
The vacuum electrical lock system work every where else.

I will start with removing the door panel. closing the latch so car thinks that the door is close and see what is going on. If the the rod does not go up with unlocking, check vacuum. If there is vacuum you have bad mechanism.
