DO THE CODES P0506 AND P1631 HAVE TO BE CLEARED BY A CADILLAC DEALER only

Codes are not just cleared
There is some event that caused this, so the problem has to be diagnosed and repaired first. Otherwise the codes will be present yet again. You did not state year  make model however a dealer is just going to overcharge you.The larger service centers have the equipment needed to diagnose as well as clear the codes. Call around.
In my opinion the only reason to go to a dealer is for warranty work.
