Cadillac Repair: car repair - digital dash, volt ohm meter, cadallic

I sent a question about my digital dash going blank but forgot to tell you it was a 1999 cadallic deville - my question was,  could a body shop or electrical shop fix the wire talked about going from a voltage something to the digital dash?

Test procedures must be performed at the instrument cluster. If you are mechanically inclined and know how to use a DIGITAL VOLT/OHM METER, You can get all the pictures and help necessary to correct your problem.
