Cadillac Repair: a/c, electrical schematics, cadillac sedan deville

I have a 1996 Cadillac Sedan Deville 4.6 Norstar. after putting in a/c. It didn't want to come on, keep building up pressure when I try to charge system. I did pump vacume.I was told that a/c may be locked.If so is their a way to check and unlock system.

Does the AC compressor RUN at all ?.  If you jumper the AC relay does the AC compressor engage ?.
