Cadillac Repair: 96 Eldorado EBTCM Modulator, mechanical valve, valve body

Can the Electronic Brake & traction Control Modulator be bench tested and if so how? Thank's in advance! To be more clear, I'm referring to the hydraulic/electrical part in the engine compartment.
