Cadillac Repair: Heating and air, metal arm, glove box

I have a 1994 Cad Sedan Deville.  I am unable to get heat out of the registers on any setting(max air temp set).  When I push the econ button on the control panel, the air appears to be warmer but not very warm.  

Any suggestions.

Open the glove box and remove the inner liner.

Locate a metal threaded rod that is attached to a plastic arm right in front of you .

This metal arm should travel SMOOTHLY in one direction about 2" when you select FULL HEAT and move 4" in the opposite direction SMOOTHLY when you select MAX COLD.
