my dads 1994 astro van has a problem starting
in the morning try to start it and it fludes
wait about 15 or 20 min. and it will start what
is causing  this to happen

Hi Jeff,
i would expect that it is not getting gas, rather than floodding.
Try turning the key to run for about three seconds without cranking it. Then off, and in a few seconds back to run for a rew. Then crank, and see if that helps.
If so, the fuel may be draining back into the tank from the line.

If you are sure it is flooding, I would first run a couple bottles of injector cleaner through a couple tanks of gas.

All this assumes there is plenty of spark, the plugs and wires are in good shape.
