Chrysler Repair: 99 Concord; brake grinding noise, mechanical interference, foot brake
Questiongrinding in the wheels (rear & possible front) when brakes are applied. Problem, I went to change the pads and all the brake pads measure 90% of pad still in tact. Inspection of rotors and no visible wear. could the sound be my e brake dragging or what?

Foreign material is present or some sort of mechanical interference, somewhere, if the linings are all good. Try applying the e-brake while moving to see if you hear the same sound as when using the foot brake, which if so would implicate the shoe/drum at the rear (if you have discs all around). Check to see if a rotor is warped which would cause the caliper to move from side to side and thus be a source of noise.
