When turning the wheel, should you see the worm screw ( that attaches to steering column move up and down? Thanks Joe

No, definitely not!  There is a serious problem in your steering box.

Don't drive the car that way, have it towed to an alignment shop to have it diagnosed.  If you have to drive it, go very slowly, on deserted streets, and be prepared to stop quickly if you lose steering.
