AnswerNo one makes kits like that. The way to add accessories to a car which was not delivered with them is to find a part donor car which has the desired items, and transfer them to your car. Since 1954 New Yorkers with power windows are very rare, I think that will be a tall order for you! Chrysler made a more expensive car that year that used basically the same body - it was called the "Imperial", and most of those came with power windows. My guess is that if you found such a car, you could transfer all the parts to your car - but be sure they will all fit OK before you spend your money.
Power door locks were not available in those years. The first year I am aware of for power door locks was 1956, and that was only on Packards - a much more expensive car.
The 1954 New Yorker is an excellent car -very well engineered and very durable. As you may know, Howard Hughes had one, and he could have afforded a much more expensive car if he wanted one!
Good luck with it;
Dick
