Dodge Repair: Fuse Issue, little fuse, jumper wire

I have a 2000 Dodge Intrepid 4 dr 2.7. The radio stop working, the A/C don't come on, the windows won't go work, and the signal light does not come on. One of the fuse had a wire run from 20A to another green little fuse and I switch one of the 20A and the radio comes on but now the radio dont turn off when I turn the car off. But the other issues are still the same.

How can I fix this?

u should let some one look at that  there should be no jumper wire from one fuse to another   something is shorting out that system  and unless u are capable of reading a wire diagram and taking things out to see if there is a short on a wire or in a part  I would let some one do this for you.
