Dodge Repair: radiator drain, dodge dakota, heater core

Question
I want to flush my radiator and heater core on my 2000 Dodge Dakota 2.5, because heater blows luke warm even though hoses are hot and temps seem normal.  I turned valve on bottom of radiator 1/4 turn but no coolant came out.

U are not flushing the system just draining it  go to a shop and have them do a flush  with a machine if thats what U want.
And I doubt that U will unclog the heater core  due to U more then likely have not changed the coolant out every 30k like the owners manual says.
