Dodge Repair: 2003 Dakota 4.7 Water Pump, clutch fan, mechanical spring

Carx has my truck right now and they are replacing the water pump for me.  Today it started spewing coolant, and the fan was wobbling all over the place.  They just called me and told me they had to torch off a factory weld, and doing so would damage the clutch fan assembly so they need to replace that as well?  The bill is getting up in the $500 range...is this right?  Surely not right?

they forgot to correctly reattach the fan   there is no welds on that  it would be a screw on fan with either a viscus clutch  or a mechanical spring clutch. I would not pay for the fan and the new pump and if it got to far  the radiator that it cut into.
