Dodge Repair: Dodge Intrepid Issues, visible cracks, fuse block

My 99 Intrepid has started having issues.  The running light/park light stay on all of the time. The headlamp switch will not turn on the headlights.  The cruise control will not work after the engine has warmed up.  I have check the HL switch and it works.  I checked the vacuum lines and they look good i.e. no visible cracks etc.  Could it be my ECM?

well with what u just said  u would be looking like a BCM and or a junction block. The BCM is attached to the Junction block or AKA fuse block inside the dash. do u have high beam lights? they are no controlled by the BCM just straight through from the multi function switch thought the block to the headlights.
