Eagle Repair: 1993 Eagle talon starter problems, starter problems, starter motor

Question
The starter was going bad on my eagle, hit and miss starting. I replaced the starter and the rotor.
Now the starter is working fine, but the car won't turn over and start.
The battery is new, so I know thats not it. Any ideas?

Explain your meaning of:

won't turn over and start.


Can you hear the starter motor running but the engine is not physically cranking the engine as opposed to the engine actually starting up and running ?.

Or dose the starter just make a grinding noise and is not moving the engine ?
