Ford Repair: interceptor motor, auto parts stores, new boots

ok i have a police car a 200 model and all of sudden it has lost all power it will not go over 45 its skipping with new spark plugs in it and with two new boots (1&3)my uncle thinks its the cadillac converter if its not that then what else could it be

Is the check engine light not on? If so, have the codes retrieved. If not, try replacing the fuel filter. The catalytic converter is a real possibility, but check your codes. They will give you a definitive answer. Codes can be retrieved for free at most auto parts stores.
