Ford Repair: Heat & Air fan, air fan, fan work

My neighbor 96 ford explorer fan work intermittently. When he turns the air /heat switch it some times will work for a few moment or if he is lucky until he turns off the car. How do I get to the switches?   Do I need  to take the face plate off the radio? It came with the car. Are there any checks to determine which switch is bad?

first check next time it is not working wiggle your key and see if fan comes on these are bad for ignition switch problems.

pull outer plastic panel off will pull loose in some places may have screws in lower part then you will be able to see screws holding in control panel but you need to look at blower motor or fan resistor
if wiggling key don't work.
