Ford Repair: Short, fuse, electric seats

I have a 1993 explorer with a short in the electric seats. Changed the fuse twice.Got any place to start:?

What function on the seat causes the fuse to blow? It should not blow right away unless the power lead is shorted. I would find the function that blows the fuse and check it first.  Chances are the electric motor is bound up on something like a coin caught in the track.
