Ford Repair: Starting Problems, pump fuel, battery terminals

I have an '89 Ford Escort.  It will not start.  It cranks but won't turn over.  It has 1/2 a tank of gas and still won't turn over.  Do you think it's just the fuel filter or may be the fuel pump shutoff switch or may be even the fuel pump itself?

Hi and thanks for the question..I'll try to help.
Your fuel pump/fuel filter and starter have NOTHING to do with each other.
I would check your battery for voltage, and also make sure that the battery terminals are good, clean and tight.
