I HAVE A 2001 RANGER 4.0 WITH A/C. MY MILAGE SEEMS
POOR TO ME IT IS ABOUT 17.3MPS IS THIS AVERAGE?

Yes, this is normal.  A 2001 Ranger 4x4 4.0L V6 Automatic is rated at an average 15 MPG - City, and 19 MPG - Highway.  The Government testing and rating is done in a laboratory, under strictly controlled, optimum conditions.  Most of the time, if there was a problem with the engine, that would cause excessive fuel consumption, the vehicles Emissions Light would come on.
