Honda Repair: 99 Honda CRV A/C problem, honda crv, sight glass

My co-worker asked me to look at her A/C.  Her A/C clutch engages and disengages continually at idle. However, when the engine is sped up the clutch engages and stays engaged until the engine is brought back to idle again. I suspected a low charge and added 6 oz freon.  This did nothing.  Then I (temporarily) disconnected the low pressure switch and jumped the wires to bypass the LPS.   The clutch continued to engage and disengage at approximately 1 second intervals.   She is driving a Honda CRV (99 model).   Thanks for any help in solving this one as I am still a rookie with A/C's

Tim , I had this problem with my 1990 Honda, and it was a simple problem to replace a ring inside the sight glass that shows the freon circulating. first thing to do is to have the system completely empty , then recharge it,that way you can really tell what the issue is, let me know the results.
