when the camshaft has been removed from the cylinder head how do I set the timing again ,on the camshaft.how do I know that it is set to no 1 TDC with the cylinderhead off the block on a accent 1500 1998 model

The camshaft is aligned to #1TDC via the small hole in the camshaft sprocket.  When at #1TDC, it will line up with a notch cut in the front camshaft bearing cap.  Note that this will put the hole (and camshaft dowel pin) positioned nearly straight up.
