Is this something i can do myself or should i go to in for  service. I have a 200 Hyundai accent Gs. I smell fumes coming through vents and outside under hood.

You can change the transmission fluid yourself.  Simply remove the 17mm drain plugs in the differential and the transmission and reinstall when drained.  Fill through the dipstick tube.

You shouldn't expect this will have any affect on the any type of fumes.  If you cannot tell the origin of the fumes you smell and cannot identify them by odor, you should have your car professionally checked.
