Jeep Repair: wrangler sahara 2001 problem codes 0420 and 0432, wrangler sahara, california emissions

Question
Are these codes indicative of bad O2 sensors or are my front cats (Cal emission system)failing?  And can I dump the California emissions system and go with regular headers since I'm from Connecticut?  Thanks

P0420-1/1 CATALYTIC CONVERTER EFFICIENCY
P0432-2/1 CATALYTIC CONVERTER EFFICIENCY

need new cats    if u change the cats to something different u might get different codes because yours is from CA the specs are setup different so the reading that the computer wants to see will turn on the check engine light.
