Jeep Repair: blinkers, voltage tester, turn indicators

I LOST MY BLINKERS BUT MY HAZARDS WORK.  CHANGED PROPERLY LABLED FUSES AND 4-WAY FLASHER AS WELL.  NO RESPONSE.  WOULD THAT BE MY SWITCH?  I ALSO LOST ALL DASH LIGHTS AND FUSES AND RELAYS WERE REPLACED.  ANY TIPS?

Recheck the fuses, if they are indeed OK (as indicated by a voltage tester), it has to be a grounding problem between the dash panel and the chassis.  Last but not least, it might be the switch, but I doubt it since the turn indicators do not pass through it.
