Land Rover Repair: Discovery 2 no obd2, discovery 2, obd2

While getting my Discovery ready for state inspection I plugged in my scanner which I have used on this vehicle for years. It apparently can not connect to the obd2 computer. It checks for format and quickly scrolls through the choices, remaining on one (the correct format I think) for a few seconds then reports that it can not establish communication. I checked the service manual and verified that fuse 20 is okay....any other suggestions.

The first thing I would do is try one of our shop scanners.  At least half the time, when we hear complaints like this, it's the scanner at fault, not the car.  If the car is indeed the problem I'd get the wiring book and start following the circuits back to sort it out.
