Land Rover Repair: gas gage stuck, land rover discovery, factory test

Question
The gas gage on my 2002 Land Rover discovery ll is stuck at 3/4 tank.  when i turn the engine off the gage goes all the way down.  when i turn the engine on it always goes to 3/4 full no matter how much gas is in it. Any ideas?

You have a bad instrument cluster, or a bad fuel pump module.  It's possible to test them with the T4 factory test set; otherwise I'd start with a fuel pump
