Land Rover Repair: 2004 Discovery II / Horn Wont Work..., fuse box, troubleshooting area

We just bought this car, and it is a beauty, but it did not come with the manual, and the Horn will not work.  I am no mechanic, but I thought it could be a fuse but I do not have the fuse box schematic.

Is it as simple as that, or could it be another issue?

You can download the owner's manual at www.landrovertechinfo.com under the "owner info" area.  You can download a fuse box and horn schematic in the electrical troubleshooting area.  There is a amall daily access charge but it's cheaper to get the manual online than to buy a print version.
