i will like to ask if is normal that the engine fan is working at all times?

do you mean the electric fans?  if so then NO they shouldn't work all the time.  This may be a problem with the ECU, a short circuit or a stuck relay.  Pull the fan relays inthe engine compt fuse box, if they stop it's not a wiring problem.

The mechanical fan driven by the belt should turn whenever the engine is running.
