Land Rover Repair: fan blower switch & speed, rotary knobs, heat fan

1998 LR Discovery.  AC/Heat fan blows on speed 1 and on speed 4 - nothing on speeds 2 & 3.  The wiring plug that connects to the blow control switch appears to be browned from heat.  Can I simply replace that wiring?  What do you recommend?

Most often you need a switch panel.  The panel has the switches and the rotary knobs and cables, too.  It's s several-hour job for an experienced tech.
