AnswerIt does not sound like you have a truthfulness question. It sounds like you have a price question. Am I missing something?
The only truthfulness question I can see is "Does it need brake work, and if so what," and I can't answet that. You should seek a second opinion in that case.
Front brake rotors are around $80 each, or $160 for two
Front pads, depending upon brand, could cost $30-150
Labor is at least 3 hours, maybe 4, costing $200-400 most places
You may also want to repack the wheel bearings, another hour of work and $50 of seals and grease.
