Sometimes the heater fan does not come on. This can happen in the auto or manual setting.

Hello Gary,
 What year is the vehicle?  There is heater blower ECU located by the heater core.  This ECU will control speed of your blower motor.  I would take a look at that. Please provide me the year of your lexus. Thank you.
