Mercedes Benz repair: 1985 TD lacks power, cant feel tybo kicking in, fuel filter replacement, banjo bolt

Question
my car runs fine, but seems to lack acceleration. I don't feel the turbo kick in at 2,000 rpm like I used to. I think the vacuum system has a leak as sometimes I have to use the manual kill button under the hood to shut off the engine. Could that also be causing the lack of power?
