Mercedes Benz repair: 1983 Mercedes 300 SD Turbo, fuel filter replacement, mb diesel

Question
Two Questions:
1. Car is losing power on hills and not accelerating quickly.
2. Controls to the heater do not seem to work, hot air is being thrown out of the vents.
