will being low on aircondition fluid cause a whining sound in a 2003 2.4 liter mitsubishi eclipse?

If the A/C refrigerant is low, then your compressor will not even turn on.  Though if the lubricant mixed in with the refrigerant is no longer properly lubricating the compressor, that can cause a whining noise when the A/C is turned on.  You can have your mechanic check the refrigerant level and compressor itself to see if that is where the noise is coming from.
