You'll find your cheapest wheel covers on ebay.  But the availability may be limited.  You can call any auto salvage yard in your area, and ask if they have wheel covers that will match car.  Then, you can just go a pick them up.  Prices are good there too.  There are several web sites that sell wheel covers as well.  Here's one of them:
