Is the Stator Rotor on a 1982 Honda 900CB Custom suppose to be magnetized?

No i don't believe so, these are all alternator designs which get their magentic fields from the regulator, and the battery.  So you need some power in order to generate power...  In the case of older bikes, which had dynamo's, there was a permanent magnet, but these are less efficient.  Good luck,  Jan
