I need to know if a speedometer from a 74 cb350 will work on my 81 cm400

Austin, I don't have a definitive answer for you. That is a question that was never asked before.

It may "work" but the calibration may be off, depending on the tire size circumference speedometer drive gear ratios and the internal speedometer drive gear ratios.

I guess you could check them with a constant speed drill motor and compare the readings between the two meters.
